IPAS Indonesia Foundation Finalizes Cooperation Agreement with the Governments of Three Regencies for the CERAH Project

IPAS Indonesia Foundation, together with the Central Sulawesi Provincial Government, Sigi, Donggala, and Parigi Moutong Regencies, has completed the signing of a Cooperation Agreement (PKS) for the CERAH (Climate Emergency Reproductive Rights and Health) project. The CERAH project was launched in November 2024 with the aim of enhancing the resilience of access to sexual and reproductive health services, particularly during climate crises and normal situations.

The completion of this PKS signifies concrete support and commitment from the government for the project. In this project, besides involving the health sector, it also melihbatkan a number of other parties such as the Department of Women’s Empowerment and Child Protection and the Regional Disaster Management Agency. A total of 15 Regional Government Agencies (OPD) at the provincial and regency levels are willing to support this project, including:

  • Regional Disaster Management Agency at the Central Sulawesi Provincial level, Parigi Moutong Regency, Donggala Regency, and Sigi Regency.
  • Health Department at the Central Sulawesi Provincial level, Parigi Moutong Regency, Donggala Regency, and Sigi Regency.
  • Department of Women’s Empowerment and Child Protection at the Central Sulawesi Provincial level, Donggala Regency, and Sigi Regency.
  • Department of Population Control and Family Planning at the Central Sulawesi Provincial level, Donggala Regency, and Sigi Regency.
  • Department of Women’s Empowerment and Child Protection and Population Control and Family Planning in Parigi Moutong Regency

Furthermore, one of the main strategies of the CERAH Program is to establish partnerships with local governments and civil society organizations working on environmental issues, climate change, and women’s rights. Through this approach, the program encourages local disaster risk reduction plans, mitigation, and response during climate crisis situations to ensure gender justice and the fulfillment of sexual and reproductive health rights (SRHR).

Dr. Ir. Akris Fatah Yunus MM, Head of the Central Sulawesi Provincial Regional Disaster Management Agency (BPBD), emphasized the importance of community preparedness for the impacts of the climate crisis. He added, “We are pleased with the CERAH Program from IPAS, especially because this program focuses on climate crisis situations.”

“Sometimes disasters like floods or droughts are considered normal, so communities are not prepared to face them. However, their impacts are real. Hopefully, BPBD, IPAS Indonesia Foundation, and other sectors can support each other in this program—that is what is most important,” he asserted.

The CERAH Program is implemented in three regencies: Sigi, Donggala, and Parigi Moutong—which are areas vulnerable to disasters and the impacts of climate change. The CERAH Program not only strengthens systems but also ensures equitable access to reproductive health services and the handling of gender-based and sexual violence cases, especially in disaster situations.
