This establishment is mandated by Law No. 12 of 2022 concerning Sexual Violence Crimes (UU TPKS), which requires every region to have an UPTD no later than three years after the law was enacted in May 2022. <\/p>\n<p>Once the UPTD is established, the next important task is to ensure that the services provided are truly victim-centered, in accordance with the mandate of the UU TPKS. This is where the role of Standard Operating Procedures (SOPs) becomes crucial. <\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/ipasindonesiad.wpenginepowered.com\/wp-content\/uploads\/2025\/12\/image.webp&#8221; alt=&#8221;Through the ARUNIKA project (Empowered Women for an Indonesia Free from Violence&#8221; title_text=&#8221;image&#8221; _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221;][\/et_pb_image][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221;]<\/p>\n<p>Through the ARUNIKA project (Empowered Women for an Indonesia Free from Violence) in Central Java, the IPAS Indonesia Foundation partners with various parties to realize quality gender-based and sexual violence (GBSV) services. One of its efforts is to strengthen support from local governments so that available GBSV services meet the needs and rights of victims. <\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221;]<\/p>\n<blockquote>\n<pre class=\"wp-block-verse\">UPTD PPA's duties in handling violence cases as stipulated in the UU TPKS:<\/p>\n<p>1. Receiving reports or reaching out to Victims,<br>2. Providing information about Victims' Rights,<br>3. Facilitating the provision of health services;<br>4. Facilitating the provision of psychological strengthening services,<br>5. Facilitating the provision of psychosocial services, social rehabilitation, social empowerment, and social reintegration,<br>6. Providing legal services,<br>7. Identifying economic empowerment needs,<br>8. Identifying immediate temporary shelter needs for Victims and their Families,<br>9. Facilitating the needs of Victims with Disabilities,<br>10. Coordinating and collaborating with other institutions for the fulfillment of Victims' Rights,<br>11. Monitoring the fulfillment of Victims' Rights by law enforcement officials during judicial proceedings.<\/pre>\n<\/blockquote>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221;]<\/p>\n<p>In Sukoharjo Regency, the Foundation for Women&#8217;s Solidarity for Humanity and Human Rights (SPEK-HAM) has long coordinated and collaborated with the Department of Women&#8217;s Empowerment and Child Protection in handling and building efforts for violence prevention, even before the UPTD PPA was established in 2025. Since SPEK-HAM became a partner of the IPAS Indonesia Foundation through the ARUNIKA project in November 2024, this collaboration has become even stronger, marking a significant step in strengthening women&#8217;s and children&#8217;s protection services. <\/p>\n<p>At the beginning of the establishment of the Sukoharjo Regency UPTD PPA, the institution already had one service SOP for violence. SPEK-HAM Director Rahayu Purwaningsih, or Ayu as she is affectionately known, stated that the existing SOP was a Macro Management SOP, which was still general and did not specifically outline the duties of the UPTD PPA as written in the UU TPKS. <\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221;]<\/p>\n<p>Through the ARUNIKA project, SPEK-HAM intensively coordinated with the Sukoharjo Regency government to strengthen the institutional capacity of the UPTD PPA. From the discussion process involving networks and organizations working on Reproductive Health and Handling Violence against Women and Children, the need arose to detail SOPs in accordance with the UPTD PPA&#8217;s mandate (see top box). However, it was not feasible to complete 11 SOPs in one year, so it was participatively agreed with the UPTD PPA to focus on eight priority SOPs (see bottom box).  <\/p>\n<p>&#8220;The selection of these eight SOPs was based on their priority, and this was participatively agreed upon with the UPTD PPA, meaning we first determined them from the 11. Furthermore, their development involved not only discussions between SPEK-HAM and the UPTD but also several organizations, civil society including disability organizations, as well as legal aid institutions and child advocacy organizations that typically provide case assistance,&#8221; Ayu added.<\/p>\n<p><strong>A Two-Month Process Resulting in Eight SOPs<\/strong><\/p>\n<p>The SOP development process began with an audience, followed by informal discussions, and three joint workshops. Challenges certainly arose because the more parties involved, the more diverse the perspectives that needed to be unified. However, this collaborative approach became the main strength in producing inclusive and applicable SOPs.  <\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221;]<\/p>\n<blockquote>\n<pre class=\"wp-block-verse\">SOPs published by the Sukoharjo Regency UPTD PPA:<\/p>\n<p>1. Macro Management SOP<br>2. Public Complaint SOP<br>3. Victim Outreach SOP<br>4. Case Management SOP<br>5. Temporary Shelter SOP<br>6. Mediation SOP<br>7. Victim Assistance SOP<br>8. Coordination and Referral\/Collaboration SOP<\/pre>\n<\/blockquote>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221;]<\/p>\n<p>&#8220;In Sukoharjo, we proposed to the Department of Women&#8217;s Empowerment and UPTD-PPA to involve the Health Department, then the Regional General Hospital (RSUD), then the Department of Population Control and Family Planning, and the UPTD PPA itself, NGOs (non-governmental organizations), and hospitals. Well, we involved these institutions to ensure that the SOP development was carried out participatively, based on case handling experience,&#8221; she said.<\/p>\n<p>&#8220;Indeed, the more minds involved, the more challenging it becomes. However, how can these SOPs then participatively describe the general stages of violence handling that should be carried out by the UPTD PPA?&#8221; Ayu emphasized.<\/p>\n<p><strong>Challenges in SOP Implementation<\/strong><\/p>\n<p>Emira Salim, S.Psi, a Counselor for Improving the Quality of Life for Women and Children at UPTD PPA, stated that SOP implementation has begun, though not yet entirely smoothly. When it comes to coordination, challenges are always present. So, the challenge might be that related cross-sectors still need a shared understanding to work towards a common goal,&#8221; she added.<\/p>\n<p>Furthermore, limited human resources also pose a unique challenge. Currently, the Sukoharjo UPTD PPA only has four staff members, who also hold concurrent positions at the Sukoharjo Department of Population Control and Family Planning, Women&#8217;s Empowerment, and Child Protection. <\/p>\n<p>Nevertheless, this initial step demonstrates a strong commitment from the local government to build a service system responsive to victims of violence.
