Interventions are carried out at three health facilities: Naibonat Regional General Hospital (RSUD), Sulamu Community Health Center (Puskesmas), and Camplong Community Health Center (Puskesmas).  <\/p>\n<p>One of the main strategies is capacity building for health workers through comprehensive Post-Abortion Care (PAC) training. This training is crucial given the prevalence of unsafe abortion practices carried out by traditional healers or through the use of medications without medical supervision, which endanger the safety of mothers and babies.  <\/p>\n<p>However, challenges arise in the implementation of PAC services even after training. Dr. Herwinda Geraldine, M.Ked.Klin., SpOG from Naibonat Regional General Hospital (RSUD) revealed that PAC services in her institution are not yet standardized. They did not come with rigid rules, but rather opened a dialogue with doctors, midwives, nurses, and also hospital and community health center management. IPAS Indonesia invited all parties to see the importance of clear guidelines, not only for health workers but also to protect patients&#8217; rights,\u201d said Dr. Herwinda. <\/p>\n<p>In November 2024, IPAS Indonesia Foundation facilitated the development of Clinical Practice Guidelines (CPG) and Standard Operating Procedures (SOP) for PAC services in Kupang Regency. This process was carried out participatively with the Health Office and Naibonat Regional General Hospital (RSUD) management.  <\/p>\n<p>Dr. Ni Ketut Sri Aryani recalled the process of creating the two documents. \u201cFor the CPG and SOP development process, we sat together to formulate them. After reaching an agreement, we consulted with obstetricians and gynecologists and the Service Division. After consultation and with no revisions, the CPG and SOP were signed by the Director of Naibonat Regional General Hospital (RSUD) and then duplicated for distribution,\u201d recalled Dr. Ketut.  <\/p>\n<p>The Head of the Kupang Regency Health Office, Yoel Midel Laitabun, S.Si, M.Kes, emphasized the importance of these documents as legal references and service standards. \u201cWe cannot just work without a clear framework; there is a legal umbrella that we must adhere to. Midwife Elisabet M Palang Wotan, A.Md. Keb from Sulamu Community Health Center (Puskesmas) stated that with the SOPs and CPGs in place, not all miscarriage cases need to be directly referred to the hospital. This indicates an increase in service capacity at the community health center level.    <\/p>\n<p>Project Coordinator Stefanus Bere added that these SOPs and CPGs unify services between the Regional General Hospital (RSUD) and community health centers (Puskesmas). \u201cThis participatory process involving all parties increases ownership of the SOP and CPG documents so that health workers are willing to implement what is written in the SOPs,\u201d he added.  <\/p>\n<p>Nevertheless, challenges remain, such as health worker rotations and not all personnel being trained in PAC.
