Of this number, sexual violence was the most prevalent type of violence, with 746 cases. Nationally, Central Java ranked third among provinces with the highest number of child violence cases.

These figures prompted Pilar PKBI Central Java to launch an initiative called Health Rangers. This initiative aims to enhance the knowledge of adolescents in three districts in Central Java (Surakarta City, Sukoharjo Regency, and Semarang Regency) regarding the nature of violence, its prevention, and how to access services if it occurs.

Anis Sapitri, Project Officer for Pilar PKBI Central Java, stated that 30 adolescents from various communities, including reading groups, religious groups, youth groups, and disability groups, have joined this initiative. To become part of the Health Rangers, adolescents undergo a selection process ranging from administrative checks to interviews. Nevertheless, Anis emphasized that priority is given to adolescents from communities who have not yet been exposed to information on violence and basic reproductive health.

[/et_pb_text][et_pb_image _builder_version=”4.27.4″ _module_preset=”default” hover_enabled=”0″ sticky_enabled=”0″ alt=”An Initiative for Adolescents in Central Java to Be Free from Violence ” title_text=”doc 8″ src=”https://ipasindonesiad.wpenginepowered.com/wp-content/uploads/2025/08/doc-8-scaled-2.jpg”][/et_pb_image][et_pb_text _builder_version=”4.27.4″ _module_preset=”default” hover_enabled=”0″ sticky_enabled=”0″]

“The Health Rangers is actually a term for adolescent champions aged 15-24. There were 66 registered participants, but we selected 30 across three districts. Of these 30, there are 10 per district. However, seven are male, and 23 are female adolescents,” Anis stated.

The Health Rangers training was held from May 29-31, 2025, at the PKBI Central Java Office in Semarang. The topics covered included body autonomy, consent, violence (including sexual violence), and the Sexual Violence Criminal Act.

“Based on our experience working with Health Rangers, adolescents often do not receive their rights, particularly regarding information on violence, gender-based and sexual violence, and reproductive health. This lack of awareness about their rights contributes to adolescents experiencing violence,” Anis asserted.

An equally important aspect of this training is how to become a facilitator. This is because each health ranger is expected to share the material with their communities after completing the training. The training material utilizes a module developed by the Pilar team.

“The training process revealed diverse levels of knowledge. Some participants were already knowledgeable about reproductive health, but many had basic knowledge. Especially regarding sexual violence, they lacked significant awareness,” she added.

[/et_pb_text][et_pb_image _builder_version=”4.27.4″ _module_preset=”default” hover_enabled=”0″ sticky_enabled=”0″ alt=”girl standing in crowd and speaking – ipas” title_text=”Doc 3″ src=”https://ipasindonesiad.wpenginepowered.com/wp-content/uploads/2025/08/doc-3-scaled-e1754379986805.jpg”][/et_pb_image][et_pb_text _builder_version=”4.27.4″ _module_preset=”default” hover_enabled=”0″ sticky_enabled=”0″]

Anis affirmed that following this training, online sessions will be conducted to mentor participants and enhance their capacity as facilitators within their respective communities. Furthermore, Pilar staff will provide coaching and support to participants until October 2025.

“The challenge is that some participants are under 18 years old. Therefore, guidance is provided for education on permissions, and informed consent requires parental approval. Additionally, accessing community locations is difficult, and the Semarang Regency area is quite challenging to reach,” she added.

Anis noted that a significant learning point from this initiative pertains to the module used. For instance, disability groups found the module less accessible, even though Pilar had utilized sign language interpreters for several tests. This serves as a key observation for Pilar PKBI to develop materials tailored to the needs of disability groups.

Health Rangers is part of the ARUNIKA program (Empowered Women for an Indonesia Free from Violence) by the IPAS Indonesia Foundation, supported by the Government of Canada. This program is implemented in Sukoharjo Regency, Semarang Regency, and Surakarta City, aiming to enhance comprehensive and holistic service access for victims of violence.

[/et_pb_text][/et_pb_column][/et_pb_row][/et_pb_section]

In 2024, 1,349 children in Central Java became victims of violence.
