This invitation was realized through the signing of a joint commitment to commemorate the 16 Days of Activism Against Gender-Based Violence (16 HAKTP) at The Wujil Resort &amp; Conventions, Ungaran, Semarang Regency, on November 27, 2023. The 16 HAKTP is a global campaign commemorated annually from November 25 to December 10 to raise awareness and mobilize public support in efforts to eliminate gender-based and sexual violence.  &nbsp;&nbsp;<\/p>\n<p>Following the signing of the joint commitment, the event continued with a talk show titled \u201cCommemorating 16 HAKTP: Implementation of the TPKS Law in Central Java Province\u201d. Examining the extent of the implementation of Law No. 12 of 2022 concerning Sexual Violence Crimes (TPKS) is crucial to assess how far victims and survivors of sexual violence receive handling, recovery, and protection. &nbsp;&nbsp;<\/p>\n<p>Ema Rachmawati, Assistant I for Government and Public Welfare of Central Java Province, stated that the TPKS Law is a special law because its formation originated from the experiences of sexual violence victims and their assistance. \u201cThis law is a substantive policy, meaning everything promised in the law must be implemented by the government,\u201d Ema said in her keynote address on Monday, November 27, 2023. However, she added that not all levels of government understand its urgency. For instance, village heads who are unfamiliar with this law are still found, even though they have significant potential to provide support to victims and survivors.   &nbsp;<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cBased on our data, violence occurring in Semarang Regency in 2022 and 2023 has decreased; in 2022 there were 106 cases, and in 2023 (until October) there were 87 cases,\u201d explained Dewi Pramuningsih, Head of DP3AKB Semarang Regency. However, in Semarang, cases of violence against women and children in Semarang Regency are likened to an iceberg phenomenon because not all victims report them. &nbsp;&nbsp;<\/p>\n<\/blockquote>\n<p>She emphasized that Semarang Regency already has services covering health rehabilitation complaints, social rehabilitation, and legal aid, all accessible free of charge. Nevertheless, safe houses remain a challenge in these services as they require cooperation with the Central Java Provincial Social Service. Therefore, coordination and collaboration are key to maximizing the handling of violence cases.  &nbsp;&nbsp;<\/p>\n<p>At the provincial level, Dewi Pramuningsih, Head of DP3AP2KB Central Java Province, stated that several innovations have been implemented to prevent cases of violence against women and children by involving community components. In her presentation, Dewi stated, \u201cAccording to data, most perpetrators are men. If men care about women and children, then it is hoped that violence against women and children can be reduced.\u201d &nbsp;&nbsp;<\/p>\n<p>Police Commissioner Dr.dr. Sumy Hastry Purwanti, Head of Medical and Health Division of Central Java Regional Police, also explained that regarding handling, cases of violence against women and children are guaranteed by the state. According to her, this needs to be continuously monitored and overseen in its implementation. The government&#8217;s commitment to implementing the TPKS Law needs to be encouraged so that services for handling violence against women and children can become more integrated.   &nbsp;&nbsp;<\/p>\n<p>IPAS Indonesia Foundation, through program funding from the Government of Canada, sees this as an opportunity to encourage innovative policy implementation in the form of modeling that aligns with local contexts and the needs of victims and survivors. This initiative will be carried out in Semarang Regency, Surakarta City, and Sukoharjo Regency over the next 3.5 years. \u201cThe hope is that this project can be brought to the national level to see how local governments innovate to ensure their citizens&#8217; rights are fulfilled, as this is part of the right to comprehensive healthcare services,\u201d said Dr. Marcia Soumokil, Executive Director of IPAS Indonesia Foundation.  &nbsp;&nbsp;<\/p>\n<p>The Government of Canada supports this innovation program because the phenomenon of sexual violence in Canada and Indonesia shares similarities. Among these are issues related to stigma and many people not discussing it due to social norms.
