Musrenbang serves as the initial stage to accommodate community aspirations, including reproductive health (kespro) issues that often lack women&#8217;s participation. Recognizing the importance of this issue, IPAS Indonesia&#8217;s partner, CIS Timor Foundation, organized a workshop to encourage communities to voice reproductive health concerns.  <\/p>\n<p>During April 2024, CIS Timor Foundation conducted this workshop in four villages (Bena, Lanu, Linamnutu, and Sunu) in South Central Timor Regency, East Nusa Tenggara. The activity was attended by village officials such as Village Heads, Village Facilitators, Village Midwives, Heads of Government Affairs, representatives of PKK (Family Welfare Movement), Posyandu cadres, youth representatives, religious leaders, traditional leaders, community leaders, and women leaders. <\/p>\n<p>\u201cSpecifically in this workshop, the community presented ideas or proposals in the health sector, particularly on reproductive health (kespro) and Maternal and Child Health (KIA) issues in their respective villages, which were then addressed by facilitators from the Community Empowerment Agency,\u201d said Wemrits Nenohaifeto, a staff member of CIS Timor Foundation.<\/p>\n<p>The main topic of discussion during the workshop was the persistent issue of many pregnant women giving birth at home. This is attributed to difficult access to health facilities, both due to distance and road conditions. Additionally, the community also discussed the high rate of unintended pregnancies among adolescents.  <\/p>\n<p>However, South Central Timor Regency itself has Regional Regulation (Perda) No. 6 of 2013 concerning Services for Maternal, Newborn, and Under-Five Children&#8217;s Health, commonly abbreviated as KIBBLA. This Perda comprehensively regulates counseling, prevention, treatment, and recovery related to maternal, infant, and child health. <\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/ipasindonesiad.wpenginepowered.com\/wp-content\/uploads\/2024\/08\/musrenbang-2-scaled-1.jpg&#8221; alt=&#8221;Nevertheless, the implementation of this Regional Regulation still presents a challenge.&#8221; title_text=&#8221;Musrenbang 2&#8243; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][\/et_pb_image][et_pb_text _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p>Nevertheless, the implementation of this Perda remains a challenge. Among these challenges is the lack of consistency from villages in implementing the regulation. This is due to the absence of village regulations to support the KIBBLA Perda, coupled with low community awareness. In fact, the Perda also stipulates fines for residents who do not comply. For instance, pregnant women who do not give birth in health facilities will be fined IDR.      200.000. Furthermore, mothers who do not use contraception after giving birth are also subject to a fine of IDR. 100.000.<\/p>\n<p>The implementation of the KIBBLA Perda then became a significant discussion during the workshop. One participant, Mr. Onesimus Feliks, Head of Government Affairs Section of Bena Village, stated that the implementation of this KIBBLA Perda requires special attention for each village. \u201cIn the near future, I will communicate with the BPD (Village Consultative Body) to promptly establish the KIBBLA Village Regulation (Perdes) in Bena,\u201d he said.  <\/p>\n<p>Furthermore, his party will also collaborate with churches to disseminate information regarding unintended pregnancies among adolescents. \u201cWe, at the church, have already implemented the regulation we discussed (KIBBLA Perda) and are currently conducting rapid catechesis with a swift, persuasive approach for unmarried young people who are already cohabiting,\u201d he added. <\/p>\n<p>Given the importance of the KIBBLA Perda, the proposal to be submitted at the Village Musrenbang (Musrenbangdes) during the workshop concerns the creation of derivative regulations. This aims to provide villages with a strong foundation for implementing the Perda. \u201cThe KIBBLA Perda already encompasses all regulations concerning Maternal, Newborn, and Child Health, including the fines to be imposed for violating its rules,\u201d said Sherly Y. Sinlae, a staff member of CIS Timor Foundation. <\/p>\n<p>Regarding the proposals discussed during the workshop, one participant, Ms. Indah Radja, who is also a religious leader, expressed optimism that the proposals would be considered in the Musrenbang. According to her, reproductive health issues need to be addressed by each village. <\/p>\n<p>\u201cI am very optimistic because these village challenges are related to stunting, malnutrition, and maternal and infant health. Therefore, a pregnancy itself must be well-planned, and even childbirth must be carefully planned. If premarital sexual behavior occurs, all those aforementioned problems will automatically arise and become long-term struggles,\u201d she emphasized.<\/p>\n<p>This workshop is part of the TAKENUSA project (Joint Commitment for Women&#8217;s Health in East Nusa Tenggara). Musrenbang menjadi tahapan awal untuk menampung aspirasi masyarakat, termasuk isu kesehatan reproduksi (kespro) yang kurang melibatkan partisipasi perempuan. Karena pentingnya isu ini, mitra IPAS Indonesia, Yayasan CIS Timor mengadakan workshop untuk mendorong masyarakat menyuarakan isu-isu tentang kespro.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Selama April 2024, Yayasan CIS Timor telah melakukan workshop ini di empat desa (Bena, Lanu, Linamnutu, dan Sunu) di Kabupaten Timor Tengah Selatan, Nusa Tenggara Timur. Kegiatan ini dihadiri oleh perangkat desa seperti Kepala Desa, Pendamping Lokal Desa, TKD Bidan, Kepala Urusan Pemerintahan, perwakilan PKK (Pemberdayaan dan Kesejahteraan Keluarga), kader posyandu, perwakilan remaja,\u00a0 tokoh agama, tokoh adat, tokoh masyarakat dan tokoh perempuan.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>\u201cKhusus dalam workshop ini masyarakat menyampaikan ide atau usulan pada sektor kesehatan khususnya pada isu kespro dan Kesehatan Ibu dan Anak (KIA) yang ada di desa masing-masing kemudian ditanggapi oleh fasilitator dari Dinas Pemberdayaan Masyarakat,\u201d ujar staf Yayasan CIS Timor Wemrits Nenohaifeto.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Yang menjadi bahasan utama selama workshop adalah terkait dengan masih banyaknya perempuan hamil yang melahirkan di rumah. Hal ini terjadi karena akses menuju fasilitas kesehatan yang sulit baik dari segi jarak maupun kondisi jalan. Selain itu, masyarakat juga membahas terkait dengan tingginya angka kehamilan yang tidak diinginkan yang terjadi di kalangan remaja.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Padahal, di Kabupaten Timor Tengah Selatan sendiri, telah ada Peraturan Daerah (Perda) No. 6 Tahun 2013 tentang Pelayanan Kesehatan Ibu, Bayi Baru Lahir, dan Anak Bawah Lima Tahun atau yang biasanya disingkat dengan KIBBLA. Perda ini mengatur secara komprehensif mulai dari penyuluhan, pencegahan, pengobatan dan pemulihan terkait dengan kesehatan ibu, bayi dan anak.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:image {\"id\":1856} -->\r\n<figure class=\"wp-block-image\"><img class=\"wp-image-1856\" src=\"https:\/\/ipasindonesiad.wpenginepowered.com\/wp-content\/uploads\/2024\/08\/musrenbang-2-scaled-1.jpg\" alt=\"\" \/><\/figure>\r\n<!-- \/wp:image --><!-- wp:paragraph -->\r\n<p>Meski begitu, implementasi dari Perda ini masih menjadi tantangan. Di antaranya adalah tidak adanya konsistensi dari desa untuk menerapkan aturan tersebut. Hal ini terjadi karena belum adanya peraturan desa untuk mendukung Perda KIBBLA. Ditambah kesadaran masyarakat juga kurang. Padahal dalam Perda itu juga mengatur terkait denda bagi warga yang tidak melaksanakan. Misalnya, ibu hamil yang tidak melahirkan di fasilitas kesehatan akan dikenai denda Rp. 200.000. Lalu, ibu yang tidak menggunakan kontrasepsi setelah melahirkan juga dikenakan denda Rp. 100.000.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Implementasi Perda KIBBLA ini kemudian menjadi bahasan cukup penting selama workshop. Salah satu peserta, Bapak Onesimus Feliks, Kepala Seksi Pemerintahan Desa Bena, mengatakan, implementasi Perda KIBBLA ini perlu mendapat perhatian khusus untuk masing-masing desa. \u201cDalam waktu dekat [saya] akan berkomunikasi dengan BPD agar segera menetapkan Perdes (Peraturan Desa)\u00a0 KIBBLA di Bena,\u201d ujarnya.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Selain itu pihaknya juga akan bekerja sama dengan gereja untuk mensosialisasikan terkait dengan Kehamilan Tidak Diinginkan di kalangan remaja. \u201cKami di gereja sudah melaksanakan aturan yang kita bahas ini (Perda KIBBLA) dan sementara ada katekisasi kilat dengan pendekatan persuasif kilat dari gereja untuk kaula muda yang belum menikah tetapi sudah tinggal satu rumah,\u201d tambahnya.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Karena mengingat pentingnya Perda KIBBLA, dalam workshop tersebut, usulan yang akan disampaikan di Musrenbangdes adalah terkait dengan pembuatan aturan turunan agar desa mempunyai landasan yang kuat dalam melaksanakan Perda tersebut. \u201cKarena\u00a0 dalam Perda KIBBLA tersebut telah termuat semua hal yang mengatur tentang Kesehatan Ibu Bayi Baru Lahir dan Anak sampai pada denda-denda yang akan diberikan jika melanggar aturan di dalam Perda KIBBLA,\u201d kata staf Yayasan CIS Timor, Sherly Y. Sinlae.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Terkait dengan usulan yang dibahas selama workshop, salah satu peserta sekaligus tokoh agama, Ibu Indah Radja, mengatakan pihaknya optimistis usulan tersebut akan dipertimbangkan dalam Musrenbang. Menurutnya, isu terkait dengan Kespro perlu ditindaklanjuti oleh masing-masing desa.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>\u201cSaya sangat optimis[tis] karena pergumulan-pergumulan desa ini berkaitan dengan stunting, gizi buruk, kesehatan ibu dan bayi. Oleh karena itu sebuah kehamilan sendiri harus direncanakan dan bahkan sampai melahirkan juga harus direncanakan dengan baik, karena itu apabila kita melakukan perilaku seks di luar nikah maka otomatis semua masalah-masalah tadi itu akan lahir dan akan jadi pergumulan jangka panjang,\u201d tandasnya.<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Workshop ini merupakan bagian dari kegiatan proyek TAKENUSA (Tekad Bersama untuk Kesehatan Perempuan Nusa Tenggara Timur).
