However, the recovery process for residents in Tompe Village, Sirenja District, still presents challenges. A number of residents continue to reside in temporary shelters (huntap), indicating that the journey towards full recovery is ongoing. To date, 340 temporary shelters are still occupied by Tompe Village residents.   <\/p>\n<p>This displacement has not only affected physical aspects but has also created profound social impacts. The number of Domestic Violence (KDRT) cases in Tompe Village has increased since the disaster, allegedly triggered by economic and social instability. <\/p>\n<p>Before the earthquake, the economy of Tompe residents was largely self-sufficient, with the majority relying on seafood catches as their primary livelihood. Husbands or men in the families typically worked as fishermen, while their wives sold the catches. However, the 2018 earthquake altered this dynamic. Many residents were forced to change professions or experienced a decline in sales, consequently facing a significant drop in their daily income.   <\/p>\n<blockquote class=\"wp-block-quote\">\n<p>One Tompe resident, Mrs. Fatnur, stated that before the disaster, she could earn Rp600,000 a day by selling fish door-to-door. After the 2018 earthquake, her income dropped by half. &#8220;[I sell fish] from 7:00 AM WITA until 11:00 AM WITA. If not all sold, I continue from 3:00 PM WITA until 7:00 PM. Sometimes it sells out, sometimes it doesn&#8217;t. If everything sells, the income is Rp300,000,&#8221; Mrs. Fatnur explained. This decrease in income was due to a decline in community purchasing power after the disaster.   <\/p>\n<\/blockquote>\n<p>The shift in livelihoods for many residents was confirmed by Tompe Village Head<ins>,<\/ins> Mr. Herdi. A number of fishermen were compelled to switch professions to farming due to their temporary shelters being located in the mountains. Previously, they were fishermen whose homes were situated by the sea. Nevertheless, Mr. Herdi affirmed that many residents also engage in dual occupations \u2013 both as fishermen and farmers \u2013 to meet their needs.   <\/p>\n<p>In addition to altering economic conditions, the adaptation process from homes to temporary shelters after the disaster is reported to have increased domestic violence cases in the village. &#8220;There is a slight percentage [increase in domestic violence]. We cannot quantify it, but there is an increase. Due to economic hardship, a life of scarcity triggers emotions,&#8221; said Mr. Herdi. <\/p>\n<p>He added that the domestic violence cases occurring since he took office as village head in 2020 are cases leading to divorce. Typically, such cases can be resolved through family discussion or mediation. &#8220;If it&#8217;s sexual assault, mediation is not an option. I must escalate it to the authorities (police). Thankfully, in Tompe Village, no such [sexual assault] cases have been reported to this day,&#8221; he added.  <\/p>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/ipasindonesiad.wpenginepowered.com\/wp-content\/uploads\/2024\/08\/Kekerasan.png&#8221; alt=&#8221;The occurrence of this domestic violence has prompted Herdi to seek ways to provide&#8221; title_text=&#8221;Violence&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][\/et_pb_image][et_pb_text _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p>The occurrence of Domestic Violence prompted Herdi to seek ways to educate his residents about violence and its impacts. After attending a workshop on handling sexual violence organized by the Central Sulawesi Women&#8217;s Equality Advocacy Group (KPKP-ST) in 2022, he began to gain insight. In November 2023, he initiated a socialization program for residents, involving various stakeholders such as the police, prosecutor&#8217;s office, and the Donggala Regency Office of Women&#8217;s Empowerment and Child Protection (DP3A). To support this activity, he allocated funds from the Village Fund budget.    <\/p>\n<p>&#8220;I allocated Rp23,275,000 for a socialization program on [violence against] women, which was directly opened by the [DP3A] Office and involved 50 residents and community leaders,&#8221; he added. <\/p>\n<p>Additionally, he formed a PPA Task Force in his village. &#8220;In early 2023, after friends from [KPKP-ST] invited us [to the workshop], we gained a better understanding. I am grateful for the knowledge gained there, and this indeed needs to be implemented in the community,&#8221; he asserted.  <\/p>\n<p>Between August and December 2023, KPKP-ST, with the support of IPAS Indonesia Foundation, conducted 10 workshop activities related to strengthening the commitment of village governments to promote policy innovation and budgetary support for the prevention of gender-based violence. Namun proses pemulihan bagi warga di Desa Tompe, Kecamatan Sirenja, masih menyisakan tantangan. Sejumlah warga masih bertahan di hunian sementara (huntap), yang menandakan bahwa perjalanan menuju pemulihan penuh masih berlangsung. Hingga saat ini, 340 huntap masih dihuni sebagai tempat tinggal warga Desa Tompe.\u00a0<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Perpindahan tempat tinggal ini tidak hanya menyentuh aspek fisik, tetapi juga menciptakan dampak sosial yang mendalam. Jumlah kasus Kekerasan Dalam Rumah Tangga (KDRT) di Desa Tompe mengalami peningkatan sejak kejadian bencana, diduga karena dipicu oleh ketidakstabilan ekonomi dan sosial.\u00a0<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Sebelum gempa, perekonomian warga Tompe cenderung mandiri dengan mayoritas mengandalkan hasil tangkapan laut sebagai mata pencaharian utama. Suami atau laki-laki di keluarga umumnya menjadi nelayan, sementara istrinya menjual hasil tangkapan. Namun, gempa tahun 2018 mengubah dinamika ini. Banyak warga terpaksa beralih profesi atau mengalami penurunan penjualan, maka menghadapi penurunan signifikan dalam pendapatan harian mereka.\u00a0<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:quote -->\r\n<blockquote class=\"wp-block-quote\"><!-- wp:paragraph -->\r\n<p>Salah satu warga Tompe yang bernama Ibu Fatnur mengatakan, sebelum bencana, ia bisa menghasilkan uang Rp 600.000 dalam sehari dengan berjualan ikan keliling. Setelah guncangan gempa 2018, pendapatannya turun hingga separuh. \u201c[Jualan ikan] dari pagi jam 07.00 WITA pulang jam 11.00 WITA. Kalau tidak habis disambung lagi jam 15.00 WITA sampai jam 19.00 malam. Kadang habis, kadang tidak. Pemasukan kalau laku [semua] Rp 300.000,\u201d ungkap Ibu Fatnur. Penurunan pendapatan ini karena daya beli masyarakat yang turun setelah bencana.<\/p>\r\n<!-- \/wp:paragraph --><\/blockquote>\r\n<!-- \/wp:quote --><!-- wp:paragraph -->\r\n<p>Banyak warga yang beralih mata pencaharian itu dibenarkan oleh Kepala Desa Tompe<ins>,<\/ins> Bapak Herdi. Sejumlah nelayan terpaksa berganti profesi menjadi petani karena lokasi huntap mereka yang berada di gunung. Sebelumnya, mereka adalah nelayan yang rumahnya berada di pinggir laut. Meski begitu, Bapak Herdi menegaskan, banyak juga warga yang melakukan pekerjaan ganda - baik sebagai nelayan dan petani - untuk memenutup kebutuhannya.\u00a0\u00a0<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Selain mengubah kondisi perekonomian, proses adaptasi dari rumah ke huntap setelah bencana disebut menaikkan kasus KDRT di desa tersebut. \u201cAda sedikit presentasi [kenaikan KDRT]. Kami tidak bisa menghitungnya, tapi ada kenaikan. Gara-gara ekonomi, kehidupan serba kekurangan memicu emosi,\u201d ujar Bapak Herdi.\u00a0<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Ia menambahkan, KDRT yang terjadi semenjak ia menjabat sebagai kepala desa sejak 2020, adalah kasus yang mengarah ke perceraian. Biasanya, kasus seperti itu bisa diselesaikan secara kekeluargaan atau mediasi. \u201cKalau pencabulan tidak mau mediasi seperti itu. Saya harus tindak lanjuti ke atas (polisi). Alhamdulillah, di Desa Tompe tidak nampak kasus [pencabulan] seperti itu sampai hari ini,\u201d imbuhnya.\u00a0\u00a0<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:image {\"id\":1837} -->\r\n<figure class=\"wp-block-image\"><img class=\"wp-image-1837\" src=\"https:\/\/ipasindonesiad.wpenginepowered.com\/wp-content\/uploads\/2024\/08\/Kekerasan-1.png\" alt=\"\" \/><\/figure>\r\n<!-- \/wp:image --><!-- wp:paragraph -->\r\n<p>Terjadinya KDRT ini membuat Herdi mencari tahu cara bagaimana memberikan pemahaman kepada warganya terkait kekerasan dan dampaknya. Usai mengikuti workshop terkait dengan penanganan kekerasan seksual yang diadakan oleh\u00a0 Kelompok Perjuangan Kesetaraan Perempuan Sulawesi Tengah (KPKP-ST) pada 2022, ia mulai mendapat gambaran. Pada November 2023, ia menginisiasi program sosialisasi kepada warga dengan menghadirkan berbagai pemangku kepentingan, seperti pihak kepolisian, kejaksaan, dan Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) Kabupaten Donggala. Untuk mendukung kegiatan tersebut, ia menggelontorkan dana dari anggaran Dana Desa.\u00a0\u00a0<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>\u201cSaya alokasikan dana Rp 23.275.000 dalam bentuk sosialisasi tentang [kekerasan terhadap] perempuan, yang dibuka langsung oleh Dinas [DP3A] yang melibatkan 50 warga dan tokoh masyarakat,\u201d imbuhnya.\u00a0\u00a0<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Selain itu, ia juga membentuk Satgas PPA di desanya. \u201cAwal 2023, setelah temen-temen [KPKP-ST] mengundang [ke workshop], kami lebih paham. Saya bersyukur ada ilmu di situ dan ini memang harus dilakukan di masyarakat,\u201d tegasnya.\u00a0\u00a0<\/p>\r\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\r\n<p>Dalam kurun Agustus-Desember 2023, KPKP-ST dengan dukungan Yayasan IPAS Indonesia, telah melakukan 10 kali kegiatan workshop terkait dengan penguatan komitmen pemerintah desa untuk mendorong inovasi kebijakan dan dukungan anggaran untuk pencegahan kekerasan terhadap gender.
