Social structures also changed as almost all residents were forced to relocate from their homes for safety reasons. This situation not only worsened their economic conditions but also the reproductive health quality of women residents. This was further exacerbated by climate change.   <\/p>\n<p>Ms. Fatnur, a resident of Tompe Village, Donggala Regency, stated that since she moved to a temporary shelter (huntara)<ins>,<\/ins> access to clean water has worsened. Temporary shelters are residences for earthquake survivors before they are relocated to permanent housing. She has lived in that temporary shelter since the disaster destroyed her home five years ago until now.  <\/p>\n<p>\u201cInitially, when we first lived in the temporary shelter, it was very difficult to get clean water. The water came from boreholes. We used borehole water for almost three years. Bathing with it caused itching. Now there is PDAM water service, and PDAM water does not cause itching,\u201d said Ms. Fatnur.<\/p>\n<p>This relocation to temporary shelters also forced her to adapt to economic competition. Ms. Fatnur added that many residents who were originally farmers became fishermen due to assistance from various parties after the disaster. This situation intensified the competition for selling fish catches.  <\/p>\n<p>The Head of Tompe Village, Mr. Herdi, affirmed that this change in livelihood has contributed to an increase in cases of Domestic Violence (KDRT). We cannot quantify it, but there is an increase. Due to economic hardship, a life of scarcity triggers emotions,\u201d said Mr. Herdi.<\/p>\n<p>A study conducted by IPAS Indonesia Foundation in collaboration with Hasanuddin University in 2022-2023 found that most perpetrators of sexual violence were only punished through customary fines. There were even cases where the perpetrator was subsequently married to the victim. This is suspected to be due to their insufficient economic capacity resulting from climate change, although this practice should be avoided as it does not prioritize the well-being of the victims.  <\/p>\n<p>A village midwife named Misini revealed that the increase in violence cases post-earthquake is suspected to be due to the living conditions of the residents. \u201cPost-earthquake, violence and child marriage increased because\u2026 in tents, they gathered in close proximity,\u201d she stated. <\/p>\n<p>To encourage village governments to respond to cases of sexual violence resulting from disasters and climate change, IPAS Indonesia Foundation, in collaboration with KPKP-ST (Central Sulawesi Women&#8217;s Equality Struggle Group), conducted capacity building. This activity aims to encourage village officials to create policies to eliminate gender-based and sexual violence. <\/p>\n<p>Between August and December 2022, KPKPST conducted over 10 workshops in 20 villages in Sigi and Donggala Regencies for village governments and health workers. Additionally, 1,608 adult women and men, as well as adolescent girls and boys, were involved in awareness campaigns related to violence. As a result of these activities, several villages have appointed their officials to form Women and Child Protection Task Forces (Satgas PPA). Tatanan sosial pun berubah karena hampir seluruh warga terpaksa pindah dari rumah mereka demi alasan keamanan. Kondisi ini tidak hanya memperparah kondisi perekonomian mereka, tetapi juga kualitas kesehatan reproduksi warga perempuan. Hal itu makin parah karena adanya perubahan iklim.\u00a0<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>Ibu Fatnur, seorang warga Desa Tompe, Kabupaten Donggala, mengatakan semenjak ia berpindah ke hunian sementara (huntara)<ins>,<\/ins> akses terhadap air bersih semakin buruk. Hunian sementara merupakan tempat tinggal bagi penyintas gempa bumi sebelum direlokasi ke hunian tetap. Ia telah tinggal di huntara itu sejak bencana itu meluluhlantakan rumahnya lima tahun silam hingga kini.\u00a0\u00a0<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>\u201cYa dulu pertama [tinggal di huntara] susah banget [dapat air bersih]. Air dari sumur bor. Hampir tiga tahun [pakai sumur bor]. Kalau pakai mandi begatal (menyebabkan gatal-gatal di badan red). Sekarang sudah ada [layanan air] PDAM, kalau [air] PDAM tidak bikin gatal-gatal,\u201d ujar Ibu Fatnur.\u00a0<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>Perpindahan ke huntara ini juga memaksanya untuk beradaptasi dengan persaingan ekonomi. Ibu Fatnur menambahkan, banyak warga yang awal mulanya petani menjadi nelayan karena adanya bantuan dari sejumlah pihak pasca bencana. Kondisi ini membuat persaingan untuk menjual hasil tangkapan ikan semakin ketat.\u00a0<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>Kepala Desa Tompe, Bapak Herdi, menegaskan perubahan mata pencaharian ini berpengaruh terhadap naiknya kasus Kekerasan Dalam Rumah Tangga (KDRT). Ia menyebut, kondisi psikologi suami istri karena perubahan perekonomian itu yang diduga memicu adanya KDRT.\u00a0<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:image {\"id\":1828,\"sizeSlug\":\"large\",\"linkDestination\":\"none\"} -->\r\n<figure class=\"wp-block-image size-large\"><img class=\"wp-image-1828\" src=\"https:\/\/ipasindonesiad.wpenginepowered.com\/wp-content\/uploads\/2024\/08\/IMG_3091-edited-scaled.jpg\" alt=\"\" \/>\r\n<figcaption class=\"wp-element-caption\"><em>Herdi saat ditemui di kantor kepala desa Tompe. <\/em><\/figcaption>\r\n<\/figure>\r\n<!-- \/wp:image -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>\u201cAda sedikit presentasi [kenaikan KDRT]. Gara-gara ekonomi, kehidupan serba kekurangan memicu emosi,\u201d kata Bapak Herdi.\u00a0<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>Studi yang dilakukan oleh Yayasan IPAS Indonesia bersama dengan Universitas Hasanuddin pada 2022-2023 menemukan kebanyakan pelaku kekerasan seksual hanya dihukum melalui denda adat. Bahkan ada juga kasus yang kemudian menikahkan pelaku dengan korban. Hal tersebut diduga karena mereka tidak memiliki kemampuan ekonomi yang cukup akibat perubahan iklim, walaupun ini seharusnya dihindari karena tidak mengutamakan kesejahteraan korban.<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>Seorang bidan desa bernama Misini mengungkapkan kenaikan kasus kekerasan pasca gempa itu diduga karena kondisi hunian yang warga tinggali. \u201cPasca gempa [kekerasan dan pernikahan anak] meningkat karena ... di tenda, mereka kumpul berdekatan,\u201d ungkapnya.\u00a0<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>Untuk mendorong pemerintah desa tanggap dengan kasus kekerasan seksual akibat bencana dan perubahan iklim, Yayasan IPAS Indonesia bekerja sama dengan KPKP-ST (Kelompok Perjuangan Kesetaraan Perempuan Sulawesi Tengah) melakukan penguatan kapasitas. Kegiatan ini bertujuan untuk mendorong perangkat desa agar melahirkan kebijakan untuk menghapus kekerasan berbasis gender dan seksual.\u00a0<\/p>\r\n<!-- \/wp:paragraph -->\r\n\r\n<!-- wp:paragraph -->\r\n<p>Dalam kurun waktu Agustus-Desember 2022, KPKPST telah melakukan lebih dari 10 kali workshop di 20 desa di Kabupaten Sigi dan Donggala kepada pemerintah desa dan petugas kesehatan. Selain itu, sebanyak 1.608 perempuan dan laki-laki dewasa serta\u00a0 remaja perempuan dan laki-laki juga terlibat dalam kampanye penyadartahuan terkait dengan kekerasan.
