To strengthen the position of women in civilization, the Indonesian Women Ulama Congress (KUPI) is being held again. This second congress will take place from November 23-26, 2022, in Semarang and Jepara, Central Java. KUPI II adopts the theme \u201cAffirming the Role of Women Ulama for a Just Civilization\u201d. <\/em><\/strong><\/p>\n This event is a continuation of KUPI I, which was successfully held in Cirebon in April 2017. After the first congress, KUPI, which initially was a congress event, transformed into a grassroots movement within society. KUPI became a historic moment that united initiatives from communities and institutions working on women’s empowerment, including academics, activists from Islamic organizations, grassroots empowerment practitioners, and even gender activists. <\/p>\n Throughout this period, KUPI’s religious views have contributed to the emergence of various policies. KUPI’s 2017 religious view on the mandatory protection of children’s age from marriage has influenced various parties, both state institutions and civil society, to raise the minimum age for marriage, which was eventually ratified by the state to 19 years for both men and women. <\/p>\n Similarly, KUPI’s religious view on the prohibition of sexual violence also became a turning point in the awareness of various national elements, especially civil society. The cooperation of various parties, including the active involvement of women ulama in opening dialogue spaces with parliament members, yielded maximum results. On April 12, 2022, parliament finally ratified the Draft Law on Sexual Violence Crimes (RUU TPKS) into the Law on Sexual Violence Crimes. <\/p>\n At this 2nd Congress from November 23-26, the KUPI Religious Deliberation will discuss and decide on fatwas regarding five crucial issues: 1) the role of women in protecting the nation from extremism; 2) household waste management and processing for environmental sustainability; 3) protection of women from the dangers of forced marriage; 4) protection of women’s lives from the dangers of pregnancy resulting from rape; 5) protection of women from the dangers of female genital mutilation and injury. <\/p>\n IPAS Indonesia Foundation, as an organization with the vision that every woman and girl has the right and ability to determine her own sexuality and reproductive health, strongly supports the KUPI II fatwa. This is also a focus of the IPAS Indonesia Foundation’s work in advocating for the fulfillment of comprehensive service rights for rape survivors in accordance with Health Law No. 36 of 2009 and the 2022 Law on Sexual Violence Crimes (UU TPKS), which provide full protection for comprehensive services for victims of sexual violence. Kongres yang kedua ini akan diadakan pada 23- 26 November 2022 di Semarang dan Jepara, Jawa Tengah. KUPI II mengambil tema \u201cMeneguhkan Peran Ulama Perempuan untuk Perdaban yang Berkeadilan\u201d.<\/em><\/strong><\/p>\r\n\r\n Kegiatan ini merupakan kelanjutan dari KUPI I yang sukses diselenggarakan di Cirebon pada April tahun 2017. Setelah kongres yang pertama, KUPI yang awalnya merupakan kegiatan sebuah kongres, bertransformasi menjadi sebuah gerakan yang mengakar di tengah masyarakat. KUPI menjadi momentum historik yang menyatukan inisiatif-inisiatif komunitas dan lembaga-lembaga yang bergerak pada pemberdayaan perempuan, baik di kalangan akademisi, aktivis organisasi keislaman, praktisi pemberdayaan di akar rumput, bahkan para aktivis gender.<\/p>\r\n\r\n Selama ini, pandangan-pandangan keagamaan KUPI berkontribusi terhadap lahirnya berbagai kebijakan. Pandangan Keagamaan KUPI tahun 2017 tentang wajibnya perlindungan usia anak dari pernikahan telah mempengaruhi berbagai pihak, baik lembaga negara maupun masyarakat sipil, untuk menaikan batas usia pernikahan, dan akhirnya disahkan negara menjadi 19 tahun untuk laki-laki dan perempuan.<\/p>\r\n\r\n Begitupun pandangan Keagamaan KUPI tentang pengharaman kekerasan seksual juga menjadi turning point kesadaran berbagai elemen bangsa, terutama masyarakat sipil. Kerjasama berbagai pihak, termasuk keaktifan para ulama perempuan dalam membuka ruang-ruang dialog dengan anggota parlemen membuahkan hasil maksimal. Pada tanggal 12 April 2022 parlemen akhirnya mengesahkan Rancangan Undang Undang Tindak Pidana Kekerasan Seksual (RUU TPKS) menjadi Undang-Undang Tindak Pidana Kekerasan Seksual.<\/p>\r\n\r\n Pada Kongres yang ke-2 pada 23-26 November ini, Musyawarah Keagamaan KUPI akan membahas dan memutuskan fatwa tentang lima isu krusial: 1) peran perempuan dalam merawat bangsa dari ekstrimisme; 2) pengelolaan dan pengolahan sampah rumah tangga untuk keberlanjutan lingkungan; 3) perlindungan perempuan dari bahaya pemaksaan perkawinan; 4) perlindungan jiwa perempuan dari bahaya kehamilan akibat perkosaan; 5) perlindungan perempuan dari bahaya tindak pemotongan dan pelukaan genetalia perempuan.<\/p>\r\n\r\n Yayasan IPAS Indonesia sebagai organisasi dengan visi setiap perempuan dan anak perempuan memiliki hak dan kemampuan untuk menentukan seksualitas dan kesehatan reproduksinya sendiri, sangat mendukung fatwa KUPI II tersebut. Hal ini juga menjadi fokus kerja Yayasan IPAS Indonesia dalam memperjuangkan pemenuhan hak layanan komprehensif bagi penyintas perkosaan sesuai Undang-Undang Kesehatan No. 36 tahun 2009 dan UU TPKS 2022 yang memberikan perlindungan penuh untuk layanan yang komprehensif bagi korban kekerasan seksual.
